Build a capital in a permafrost zone? Why not. Dig to the center of the earth to extract minerals—go ahead.
While everybody wrap themselves in blankets and complain about the slush outside, the Yakuts, by sheer force of will, wrap themselves in blankets and drive a hundred kilometers before breakfast, watching birds freeze in flight.
You say you're born with it? Incidentally, people in Yakutia are born in UAZs, right in the middle of a snowstorm—and that's a historical fact!
